Why do we need an European Energy Efficiency Platform ?

The European Commission has identified the lack of comprehensive and coherent data which hampers the design and the implementation of energy efficiency policies. There is a need for unbiased, comprehensive and robust data, as well as knowledge and information sharing at different levels. 

The JRC provides the European Energy Efficiency Platform E3P as the tool to facilitate knowledge exchange and to meet the needs of the online community experts.

The JRC also strives to ensure that data and information provided are consolidated and validated by peers.

The policy framework: SET Plan, Energy Union strategy, Open Data, Data-driven economy

The European Strategic Energy Technology (SET)-Plan aims to accelerate the development and deployment of low-carbon technologies and to reach EU leadership in the production of energy technologies capable of delivering EU 2020 and 2050 Energy and Climate targets. Energy Efficiency is one of the four core priorities identified in the SET Plan Integrated Roadmap, along with renewables, consumers and transport, and with particular emphasis on energy effiicency in buildings and industry.

The E3P also addresses the need expressed in the Roadmap for Energy Union strategy for "Data, analysis and intelligence for the Energy Union: initiative pooling and making easily accessible all relevant knowledge in the Commission and Member States". This support to the entire policy-making process, from development to implementation and monitoring, provides robust, coherent and comprehensive data and evidence-based analysis.

The E3P focuses on six thematic areas: products, buildings, cities and urban areas, industry, energy generation and distribution networks, transport and mobility. The thematic areas are addressed from four perspectives (or cross/thematic areas): policies and targets, financing and economics, technology and standards and behaviours and social.

A priority of the E3P is to provide the data analytics to quantify the impact, size and means of energy efficiency implementation measures, their financing and markets.

The E3P is an open web platform, coherently with the communication; Open data: An engine for innovation, growth and transparent governance (COM/2011/0882 final). Data mining, online analytics, performance management and benchmarking functions will allow not only to gather various data from stakeholders, but also to compare data with other external sources, thus combining and providing a broader picture of evidence in the decision making process.

The platform initially builds upon the JRC knowledge base, with the contributions of all JRC institutes, and will progressively develop into a data and knowledge service, building and sharing a continuously increasing and updated knowledge basis.

Consistently with the communication Towards a thriving data-driven economy (COM/2014/442) the E3P is expected to contribute to the disclosure and uptake of new business opportunities.

  • The E3P will provide all those involved in the design, implementation and monitoring of energy efficiency policies and technology deployment with a single entry point for comprehensive, up-to-date, coherent, relevant and usable knowledge. This will help accelerate the transformation of the EU internal market towards higher levels of energy efficiency while delivering on the EU socio-economic and climate goals.
  • The E3P will serve as the reference source for EE policy makers and those in charge of the design implementation and monitoring of energy efficiency policy at different levels of governance.
  • The E3P will also enhance and promote knowledge sharing between the EC and the community of energy efficiency stakeholders, including the industry, standardisation bodies, research organisations, NGOs and consumers' organisations. It will facilitate the exchange of information between engineers, scientists, economists and financial experts.

What are the expected benefits ?

The European Commission proposes to establish the European Energy Efficiency Platform to fill well-identified gaps and address issues on:

  1. availability and quality of relevant data for the assessment of energy efficiency options and results;
  2. knowledge sharing on the implementation of specific energy efficiency measures for achieving both the 2020 and the 2030 climate and energy goals;
  3. comprehensive assessment of the economic value of energy efficiency policies in particular regarding growth, innovation and job creation;
  4. overcoming the existing fragmentation of information and data in the energy efficeincy field.

How is the E3P content built ?

The JRC is collecting and streamlining the vast amount of diffused knowledge on energy efficiency present inhouse to make it available to the EC services and to the European stakeholders.

The development, implementation and operation of the European Energy Efficiency Platform will provide the energy efficiency community with an EU one-stop-shop delivering data and analysis on energy efficiency policies and technologies, as well as interactive and collaborative tools to build and share analyses and new knowledge to reinforce the energy efficiency community.
