On 5 April 2016 the JRC presented the interactive and collaborative online European Energy Efficiency Platform. This beta platform is conceived to fill the gap opened by scattered data and fragmented knowledge resulting from a rapidly growing energy efficiency market. It is expected to be both a one-stop shop for information retrieval and a meeting point for experts to exchange data and reduce redundant activities.

About the Book
Complex Systems and Social Practices in Energy Transitions is the result of an interdisciplinary effort undertaken by a group of scholars in order to stress the urgency of a double change of gear in mainstream research and policy approaches dealing with the current transition to renewable energies.

The transition to renewable energies envisaged by radical scenarios informing policy strategies worldwide is often depicted as just a matter of technological substitution that will not affect our lifestyles. But it may be highly disruptive. Businesses, economies and social life could require a reorganization that has not been thoroughly studied.

The stochastic frontier analysis (Aigner et al., 1977, Meeusen and van de Broeck, 1977) is widely used to estimate individual efficiency scores. The basic idea lies in the introduction of an additive error term consisting of a noise and an inefficiency term. Most often the assumption of a half-normal distributed inefficiency term is applied, but other distributions are also discussed in relevant literature.

This peer review paper presents a new mathematical approach to the diffusion of energy-efficient technologies using the diffusion of natural processes as an analogy. This approach is applied to the diffusion of the electric arc furnace in Japan. The main advantage offered by the new approach is the incorporation of an average effect of barriers to, and support measures for, innovation.

The workshop presents the scale of the highly costeffective energy savings that can be obtained from broader and more effective adoption of energy management (EM) across the EU, followed by an open discussion with representatives of industry and the Commission, on how current EU policy instruments (such as the EPBD and the EED) could evolve to become more supportive of unlocking these largescale savings.

Since its inception in 1981, ACEEE has produced a wide variety of reports and assessments focused on energy efficiency as a low-cost, reliable alternative to our nation's growing energy demands. This report departs from ACEEE's traditional focus on energy efficiency as a resource and instead frames efficiency as an invisible powerhouse and an underappreciated investment opportunity.

Technology and Standards
Lighting is responsible for about 15% of global electricity consumption. LEDs are a new technologies introduced in the market over the last 10 years. LED offers a very high efficiency compared to traditional lamps and higher lighting quality compared to fluorescent lighting in the non-residential sector.

Energy Service Companies
The public sector is one of the key users of energy in Europe. Although, the relative energy consumption of the public sector is rather small, i.e. “only” about 5-10% of the total energy demand of European Member States, with an annual energy bill €47 billion (Borg & Co. et al. 2003), there are several reasons to focus on improving the energy performance of public buildings and public installations.

This paper analyses the role of barriers preventing the worldwide take-up of a clean technology: the electrical arc furnace. It also identifies which barriers affect a parameter that summarises the combined effect of all of them. The first step, determination of the combined effect of the barriers, is carried out using a novel approach to model the diffusion of innovations.

The concept of sufficiency has a long history, related as it is to the timeless issues of how best to distribute and use resources. Where energy is concerned, absolute reductions in demand are increasingly seen as necessary in response to climate change and energy security concerns. There is an acknowledgement that, collectively if not individually, humans have gone beyond safe limits in their use of fuels.

Energy services and the use of energy service companies (ESCOs) can play a critical role in promoting energy efficiency at the market level. Operational since the early 1990s, ESCOs can handle projects, manage or mobilize financial resources, undertake installation and maintenance work as well as assume the performance risk of their projects.
