On 5 April 2016 the JRC presented the interactive and collaborative online European Energy Efficiency Platform. This beta platform is conceived to fill the gap opened by scattered data and fragmented knowledge resulting from a rapidly growing energy efficiency market. It is expected to be both a one-stop shop for information retrieval and a meeting point for experts to exchange data and reduce redundant activities.
Policies and Targets
The European Union is leading the global fight against climate change, and has made it its top priority. The EU committed itself to reducing its overall emissions to at least 20 % below 1990 levels by 2020. Local authorities play a key role in the achievement of the EU’s energy and climate objectives.

About the Book
Complex Systems and Social Practices in Energy Transitions is the result of an interdisciplinary effort undertaken by a group of scholars in order to stress the urgency of a double change of gear in mainstream research and policy approaches dealing with the current transition to renewable energies.

Buildings
The European Climate and Energy package foresees a substantial reduction of energy consumptions in buildings by 2020. The implementation of Nearly Zero Energy Buildings (nZEBs) as the building target from 2018 onwards represents one of the biggest challenges to increase energy savings and minimize greenhouse gas emissions.

Economics and Financing
There is a growing interest in reducing energy consumption and the associated greenhouse gas emissions in every sector of the economy. The residential sector is a substantial consumer of energy in every country, and therefore a focus for energy consumption efforts.

The stochastic frontier analysis (Aigner et al., 1977, Meeusen and van de Broeck, 1977) is widely used to estimate individual efficiency scores. The basic idea lies in the introduction of an additive error term consisting of a noise and an inefficiency term. Most often the assumption of a half-normal distributed inefficiency term is applied, but other distributions are also discussed in relevant literature.

Since its inception in 1981, ACEEE has produced a wide variety of reports and assessments focused on energy efficiency as a low-cost, reliable alternative to our nation's growing energy demands. This report departs from ACEEE's traditional focus on energy efficiency as a resource and instead frames efficiency as an invisible powerhouse and an underappreciated investment opportunity.

Energy Generation and Distribution
The indicators present the expected shares of energy from renewable sources in gross final energy consumption in EU Member State and in EU as a whole towards 2020 targets defined in Directive 2009/28/EC.

The concept of sufficiency has a long history, related as it is to the timeless issues of how best to distribute and use resources. Where energy is concerned, absolute reductions in demand are increasingly seen as necessary in response to climate change and energy security concerns. There is an acknowledgement that, collectively if not individually, humans have gone beyond safe limits in their use of fuels.

Energy Generation and Distribution
Renewable energy technologies/sources (hydropower, wind power, solar power, marine-energy, geothermal energy, heat pumps, biomass and biofuels) are alternatives to fossil fuels contributing to the improvement of environment, enhancement of energy security and diversification of energy supply.

Energy Generation and Distribution
The slowdown of renewable energy deployment is a concern and needs to be avoided in the time the EU is aiming higher shares of renewables in 2030. Through a cost-optimal approach the EU ought to double in 2030 the current share of renewables in electricity sector.

The energy sector accounts for the lion’s share (55 %) of greenhouse gas emissions in the European Union (EU). While EU emissions had fallen by 22.1 % in 2015 compared with 1990, and continue to fall, the bloc’s economy grew by 27 % over that period.

At the EEDAL'15 conference 128 papers dealing with energy consumption and energy efficiency improvements for the residential sector have been presented. Papers focused policies and programmes, technologies and consumer behaviour. Special focus was on standards and labels, demand response and smart meters. All the paper s have been peer reviewed by experts in the sector.

We argue that a primary focus on energy efficiency may not be sufficient to slow (and ultimately reverse) the growth in total energy consumption and carbon emissions. Instead, policy makers need to return to an earlier emphasis on “conservation,” with energy efficiency seen as a means rather than an end in itself.

Policies and Targets
The Energy Efficiency Directive was adopted in 2012, establishing indicative targets for 2020 and a set of binding measures in various sectors of the economy at national level. In compliance with the Directive’s provisions, Member States are required to present the progress and efforts made in the so-called National Energy Efficiency Action Plans (NEEAPs) every three years, starting from 2014.
