On 5 April 2016 the JRC presented the interactive and collaborative online European Energy Efficiency Platform. This beta platform is conceived to fill the gap opened by scattered data and fragmented knowledge resulting from a rapidly growing energy efficiency market. It is expected to be both a one-stop shop for information retrieval and a meeting point for experts to exchange data and reduce redundant activities.

Energy Generation and Distribution
The development of standard procedures for measurement and verification (M&V) of savings is an important task for the promotion of the ESCO business. The key to unlocking the enormous potential for energy efficiency worldwide is securing financing. Good measurement practices and verifiability are some of the important elements in providing the confidence needed to secure funding for projects.

Financing
Three broad options for financing energy efficiency improvements can be distinguished.
ESCO financing refers to financing with internal funds of the ESCO and may involve own capital or equipment lease. ESCO rarely use equity for financing, as this options limits their capability of implementing projects on a sustainable basis;

The purpose of this project is to develop an econometric model aimed at estimating the impact of energy efficiency policies on energy consumption in the EU Member States in the period 1990-2013. The aim of the models is to answer three core research questions: 1. Are EU and national energy efficiency policies effective in reducing aggregate energy consumption?

In line with the Energy Union strategy, the EU 2030 climate and energy policy framework sees energy saving as Europe’s first fuel in 2030. Making energy efficiency the mechanism for delivering moderation of demand will enable the EU to meet its objectives in terms of security of supply, climate change, jobs, growth and competitiveness.

This report aims at showing the present status of energy consumption in EU-28, in the four main energy consuming sectors : Residential, tertiary, transport and industry. During the last years, there have been efforts by the European Union to cut down on energy consumption and improve energy efficiency. From 2000-2012, there have been various initiatives that aim at reducing final energy consumption.

When most people talk about "clean energy," they often mean wind or solar power, and when they're discussing "energy conservation," they're usually talking about doing things like remembering to turn off the lights. But energy conservation, sometimes called energy efficiency, IS clean energy just like solar and wind. It's also cheaper than fossil fuels and doesn't create pollution.

The objective of this paper is to explore the interlinkages between biomass production and use for energy and food security. Both conflict areas and possible synergies are highlighted. An overall view on the sustainable potential of bio-energy on longer term on global scale is given and the paper closes with a set of interlinked recommendations how such a sustainable pathway could be followed.

Global climate change poses significant risks to the California economy. Recognizing and responding to these threats, Governor Schwarzenegger signed Executive Order #S-3-05 (Schwarzenegger 2005) which called for a 30 percent reduction below business-as-usual of greenhouse gas emissions by 2020 and 80 percent below 1990 levels by 2050.

Since its inception in 1981, ACEEE has produced a wide variety of reports and assessments focused on energy efficiency as a low-cost, reliable alternative to our nation's growing energy demands. This report departs from ACEEE's traditional focus on energy efficiency as a resource and instead frames efficiency as an invisible powerhouse and an underappreciated investment opportunity.

The stochastic frontier analysis (Aigner et al., 1977, Meeusen and van de Broeck, 1977) is widely used to estimate individual efficiency scores. The basic idea lies in the introduction of an additive error term consisting of a noise and an inefficiency term. Most often the assumption of a half-normal distributed inefficiency term is applied, but other distributions are also discussed in relevant literature.

The concept of sufficiency has a long history, related as it is to the timeless issues of how best to distribute and use resources. Where energy is concerned, absolute reductions in demand are increasingly seen as necessary in response to climate change and energy security concerns. There is an acknowledgement that, collectively if not individually, humans have gone beyond safe limits in their use of fuels.

The current report, which is the 4th in the series, depicts the status of the ESCO markets as of 2013, and the changes since 2010 are investigated. The report starts with some theoretical background, providing a definition for ESCOs and relevant concepts that have been used in the report. This is followed by the listing of key background information in the European context.

For the policy makers at national level it is important to know how effective energy policies and measures are, and in particular how much energy has been saved. This is especially important for the European Union Member States which have to contribute towards the EU 2020 energy saving target of 20%.
