On 5 April 2016 the JRC presented the interactive and collaborative online European Energy Efficiency Platform. This beta platform is conceived to fill the gap opened by scattered data and fragmented knowledge resulting from a rapidly growing energy efficiency market. It is expected to be both a one-stop shop for information retrieval and a meeting point for experts to exchange data and reduce redundant activities.

Energy efficiency is not a single market: it covers measures in a diverse range of end-user sectors, end-use equipment and technologies and consists of very large numbers of small, dispersed projects with a dispersed range of decision makers. Overall, many EE technologies are proven and economic: if properly financed, the investment costs are paid back over short periods from energy cost savings.

The basic idea lies in the introduction of an additive error term consisting of a noise and an inefficiency term. It also identifies which barriers affect a parameter that summarises the combined effect of all of them.
