The purpose of this project is to develop an econometric model aimed at estimating the impact of energy efficiency policies on energy consumption in the EU Member States in the period 1990-2013. The aim of the models is to answer three core research questions: 1. Are EU and national energy efficiency policies effective in reducing aggregate energy consumption? Can we derive a quantitative measure of the policy-induced energy saving in each year from 1990 to 2013, measured as a percentage of the energy consumption as it would have been in the absence of energy policies?

A JRC workshop on split incentives organised in the framework of article 19(1)(a) of the Energy Efficiency Directive (Directive) has been organised in order to examine current solutions addressing split incentives in the building sector in Europe and beyond. The measures described in this document are based on information included in the SEAPs submitted by local authorities of Eastern Partnership cities.
