Energy Service Companies in the EU (...

Building on its previous reports, investigating the status of the ESCO market in the EU, the Joint Research Centre (JRC) reviewed the efforts made by Member States to stimulate the market of energy services, and in particular the market for EPC, during the period 2014-2016 and the current size of the ESCO market. The findings in this report show new developments since the last report published by the JRC in 2014 for the period 2010-2013.

The slowdown of renewable energy deployment is a concern and needs to be avoided in the time the EU is aiming higher shares of renewables in 2030. Through a cost-optimal approach the EU ought to double in 2030 the current share of renewables in electricity sector. The important changes in electricity sector and in the related markets have already occurred, bringing to the question on how much these changes are reflected in the European Commission scenarios assumptions and results.

The energy sector accounts for the lion’s share (55 %) of greenhouse gas emissions in the European Union (EU). While EU emissions had fallen by 22.1 % in 2015 compared with 1990, and continue to fall, the bloc’s economy grew by 27 % over that period. Since the Renewable Energy Directive (RED) entered into force, use of renewables has continued to grow in the 3 EU sectors that consume most energy (electricity, heating/ cooling and transport). This has done much to cut emissions.

Climate change is recognised as one of the key challenges humankind is facing. The Information and Communication Technology (ICT) sector including data centres generates up to 2% of the global CO2 emissions, a number on par to the aviation sector contribution, and data centres are estimated to have the fastest growing carbon footprint from across the whole ICT sector, mainly due to technological advances such as the cloud computing and the rapid growth of the use of Internet services.

Over time, the Global Covenant of Mayors will work towards ensuring compatible and comparable reporting approaches for signatory cities worldwide.

About the Book

Complex Systems and Social Practices in Energy Transitions is the result of an interdisciplinary effort undertaken by a group of scholars in order to stress the urgency of a double change of gear in mainstream research and policy approaches dealing with the current transition to renewable energies.

Streetlight-EPC - Triggering the market...

The Streetlight-EPC project has created demand and supply for Energy Performance Contracting (EPC) in 9 regions by setting up regional EPC facilitation services and supporting projects towards implementation. The facilitation services provided comprehensive support to municipalities (including members of the Covenant of Mayors) and (potential) ESCOs. In the frame of Streetlight-EPC, 30 projects have already been implemented using a variety of EPC models and 10 more with other financing or operational models. In total, 20.4 million Euro have been invested so far.

The EU-Project Streetlight-EPC is funded by the Intelligent Energy Europe Programme and was launched in April 2014 with the objective of triggering the market uptake of EPC through street lighting refurbishment projects.

Despite the great potential, most European regions have not yet seen a significant development of Energy Performance Contracting (EPC) markets.

Due to its lower technical and economic complexity, street lighting is a good "learning and testing ground" for EPC. The project "Streetlight-EPC", funded by the Intelligent Energy Europe Programme, creates demand and supply for Energy Performance Contracting projects in 9 European regions by providing regional EPC facilitation services and supporting projects towards implementation.
