This report was prepared to provide input for DG TREN (later DG ENER) of the European Commission to satisfy the obligations of the Commission laid down by Art. 14(3) of the Directive 2006/32/EC on energy end-use efficiency and energy services.

This book contains the Proceedings of the 5th International Conference on Energy Efficiency in Domestic Appliances and Lighting, Berlin (DE), 16-18 June 2009. 

The report is provided in light of the Commission's assessment of white certificates, utility and supplier obligations, as stipulated in Article 4.5 of Directive 2006/32/EC on energy end-use efficiency and energy services (ESD).

This Code of Conduct has been prepared by the European Commission Joint Research Centre, following the discussions of the working group composed by independent experts, Member States representatives and representatives of industry.

The International Energy Efficiency in Domestic Appliances and Lighting (EEDAL) conference started in 1997 in Florence, filling a gap. The EEDAL conference has established itself as an influential and recognised international event where participants can discuss the latest developments and build international partnerships among stakeholders.

Energy efficiency is not a single market: it covers measures in a diverse range of end-user sectors, end-use equipment and technologies and consists of very large numbers of small, dispersed projects with a dispersed range of decision makers.
