On 22 June 2016, the CoM Europe and Compact of Mayors announced the formation of the Global Covenant of Mayors for Climate and Energy (GCoM) - as a worldwide coalition of cities committed to fighting climate change. Over time, the Global Covenant of Mayors will work towards ensuring compatible and comparable reporting approaches for signatory cities worldwide. The EU's International Urban Cooperation (IUC) programme, funded through the Partnership Instrument and designed to build on the Covenant Europe success by exporting it to the EU's strategic partners, will now be one of the EU's mechanisms to deliver on the Global Covenant. In this process, it is important to ensure that JRC can bring on board the specific expertise, bearing in mind the work and resources put over the years into developing, in cooperation with cities, a flexible, efficient and robust reporting and monitoring framework.

This publication summarised the work developed during 2017 in supporting the European Commission Foreign Policy Instrument on the Global Covenant of Mayors.
